This looks like a clear location-based permissions issue. If a user is assigned to one location, the Absence Summary should stay restricted to that location rather than allowing the location selector to expose other records. Keeping attendance data separated by location is important, similar to using attendcalc.com to check attendance for an individual rather than mixing figures across different groups.

Steps to Replicate:
Access the Dashboard with a user set for a location. Access the Coq, check the setting of the user under System > Security > User Management and check what is the location the employee logged in is set up for.
Try to modify the location accessing Dashboard > Absence Summary > Cog
Choose Location that is not the location that the user is set up > Select
