When creating HR Requests (Transfers, Details Change, Leaves, etc.), the Eligibility Date field currently defaults to the Effective Date of the change.

Requested Behavior:

For requests referencing a prior assignment, the Eligibility Date should flow through and remain the same.
For New Hire requests, the Eligibility Date field should be allowed to remain blank, as some employee groups use this field and others do not.

The customer confirmed that this functionality (Eligibility Date carrying forward from a prior assignment on HR Requests, and being blank for New Hires) existed in the SR2016 version but is missing in SR365.
